Gasoline:
Retail gasoline prices declined 3.4 cents per litre to 137.5 in November
In November, gasoline prices in Canada fell 3.4 cents per litre, ending the month at 137.5.
Gasoline prices declined in November as crude oil prices were pressured lower due to concerns that a crude oil glut may emerge and optimism near the end of the month that a peace deal between Russia and Ukraine could be reached. However, gasoline refining margins have remained elevated this November due to lower North American stock levels, preventing gasoline prices from falling further. In November, gasoline stock levels in the U.S. reached their lowest level since November 2014 (EIA). As a result, compared to a year ago, Canadian gasoline refining margins were over ten cents per litre more this November, negating some of the effects of lower crude oil prices and the removal of the carbon tax in most provinces.
In November, the market with the largest price decline was observed in Calgary, Alberta, where prices fell 14.7 cents per litre to end the month at 114.9. In contrast, some markets saw price increases in November, with the largest increase observed in Chicoutimi, Quebec, where retail gasoline prices rose 9.2 cents per litre to end the month at 141.2. Overall, by the end of November, the market with the highest gasoline price was Vancouver, British Columbia, at 161.0 cents per litre, while the lowest price was in Edmonton, Alberta, at 112.0 cents per litre.

In November, Canadian diesel prices finished the month with minimal change from October, increasing just 0.2 cents per litre to 157.7 by the month’s end. Although crude oil prices declined in November, diesel retail margins expanded, reaching the highest monthly average in November since January 2023. The effects of attacks on Russian oil infrastructure by Ukraine and ongoing sanctions against Russia have more profoundly affected global diesel supplies. In addition, North American suppliers of home heating fuel, similar in composition to diesel fuel, are building inventories in preparation for winter. Consequently, there were regional differences in diesel price movements in November, with prices in the central and eastern regions of Canada increasing more than in other parts of the country.
The largest price increase occurred in Chicoutimi, Quebec, where prices rose 16.5 cents per litre in November, ending the month at 187.9. While the largest price decrease occurred in Calgary, Alberta, where prices declined by 10.0 cents per litre in November, ending the month at 139.9. Overall, by the end of November, the highest retail diesel price in Canada was observed in Labrador City, Newfoundland, at 190.4 cents per litre, while the lowest price was observed in Grande Prairie, Alberta, at 134.5 cents per litre.
